Buea Council Projects 2.8 Billion for 2021 Budget

Councillors of the Buea Municipality have adopted 2,800,000,000 FCFA as its budget for the 2021 financial year, with some of its major projects being the construction of a Leisure Park at Buea Town, and the Buea Central Market

the ambitious plan for the development of the city was revealed by Mayor David Mafany Namange.
“We have realised that we don’t have an amusement park in Buea. So we want to come up with an
amusement park in Buea Town. The building of the first phase of the Buea Market that we have gone far
with our partners (FEICOM and German Financier) we are going going to make sure that happens…,”
Mayor David Mafany Namange said.
The Council’s 2021 financial year budget rose by 12 percent from that of 2020 which stood at FCFA 2,500,000,000. it is the first budget for the new council team elected by on the 9th February 2020.

Thr increase in the budget according to Mayor Namange, was because the Council will be undertaking more projects during the 2021 financial year. Buea Municipal Council held its second ordinary session for 2020 on December 15 during which all 40 councillors ca,e topgether to review their achievements this year and adopt the proposed budget for next
year.
“We raised close to 40 percent of revenue envisaged and we carried out developmental projects including
the grading of some streets… Considering the insecurity and the preparations for CHAN and CAN, we had
to re-electrify the streets of Buea from Mile 14 through Buea Town, the regional hospital annex and the
Buea Mountain Hotel… We have tried to keep Buea cleaner… not far from now traffic lights will be in Buea
for the first time; we did two boreholes: one in Great Soppo which has a dense population and in Malingo
which has a dense student population,” the Mayor said in an interview.

The Buea Council spent FCFA 95 million for street lighting; 16 million for the two boreholes it constructed; 5
million to provide education materials for GS Likoko Membea Group 2, and hundreds of millions in road
projects, according to Mayor Namange.
He said the municipality was greatly affected by the COVID-19 pandemic which threatened about 80
percent of the Council’s major revenue sources. But, despite the backdrop, the Council raised FCFA 233.8
million revenue from taxes in 2020.
The Council session was chaired by the Senior Divisional Officer for Fako, who was represented by
Divisional Officer, Abdurahman Abba.
In his speech, the DO lauded recent projects undertaken by the Buea Council, including electrifying the
main road, and improving sanitation in the town. “The demands are numerous and resources limited, so it’s prioritization that will work… Take one step at a
time, one day at a time,” the DO said.
The Buea Council is still recovering from numerous debts which were carried over from the council’s
previous administration. the new administration of the Council has been deeply involved in the fight against urban disorder in the city, by destroying clandestine houses.

According to Mayor Namange, he took over the council in February this year when there was just FCFA
228,000 in the council coffers with a debt burden of FCFA 2.2 billion.
Although about FCFA 930 million of the council’s debt was cancelled by the Ministry of Finance, the council
has been paying FCFA 12 million monthly as debt and this debt settlement is expected to run for 24
months.

Covid-19 Induces Cancellation of 2019/2020 Graduation in the University of Buea

The Vice Chancellor of the University of Buea has cancelled the 2019/2020 graduation in the institution. The decision according to the Vice Chancellor is guided by the prescriptions of the Minister of Higher Education against mass ceremonies in line with covid-19 prevention measures.

“Students, staff and the entire University of Buea community are informed that the official ceremony (convocation) for students of the University of Buea who graduated in the 2019/2020 academic year shall not hold as planned. The University instructions from the minister of state, minister of Higher Education prohibiting university ceremonies in compliance with the Prime Minister’s decision against mass gathering of persons has suspended the highly awaited traditional ceremonies of matriculation and convocation” explained the communique signed by the Vice Chancellor

The University of Buea has prudently managed the covid-19 pandemic with no case recorded in the institution since March. Thus the decision according Dr Horace Ngomo Manga is not a response to their inability to manage the virus, but the desire not to expose participants to the deadly virus. “The decisions were not conditioned on our ability to respect the covid-19 guidelines of physical distancing, hand washing and wearing of masks, but in response to firm instructions from hierarchy and on our fair judgment to avoid events that would impact on the health of the community”

despite the cancellation of the graduation ceremony, the university has promised to make available attestations of completion of studies for all students who have completed their studies. this is not the first time when graduation in the University of Buea have been postponed. in 2016, when the anglophone crisis started, graduation ceremony was suspended.

North West Governor Suspends Partnership Between DWB and Medical Facilities in the Region

The governor of the North West Region of Cameroon, Adolphe Lele L’Afrique has suspended the partnership activities between Doctors Without Borders – DWB and some health facilities who have been working for the good of the population since the ongoing war started years ago.

The suspension order signed on Thursday 10 December 2020, Suspends the activities of the international NGO till the ministry of Public Health defines it’s mandate.

“The partnership between Doctors Without Borders (DWB / MSF) and Saint Maria Soledad Catholic Hospital Bamenda as well as similar partnership with other health facilities in the North West Region are with effect from the date of signature of this DECISION, suspended pending definition of the framework of activities for Doctors Without Borders (DWB / MSF) by the Ministry of Public Health”.

The Regional Delegate of Public Health for the North West shall be charged with the supervision and implementation of this DECISION which shall communicated wherever and whenever the need arises. Reads the communique from Adolphe Lele l’Afrique

The decision by the Governor to suspend the activities of the renown medical charity has been chastised by many who applaud the life-saving services offered by the organisation. Others have described it as vague given that humanitarian services are mostly needed in a time of war like now in Cameroon’s NW and SW regions.

Cameroonian Agnes Ntoumba Wins UNESCO’s 2020 L’Oreal Prize

Agnès Ntoumba has honoured Cameroon by becoming the 2020 winner of the prestigious L’Oreal Prize, through her organic insecticide initiative against mosquitoes
The newest winner is a doctoral student in Biological Sciences at the University of Douala. She has succeeded in having her name registered in golden letters in the list of the 20 laureates in sub-Saharan Africa in the “young talents” category of the “International Prize” L’Oreal-UNESCO 2020 for women in science’.

A value in addition to the Cameroonian creativity and merit recognized on the international scene.
The young Cameroonian scientist is rewarded for her research on an organic insecticide to fight against female Anopheles, the vector agent of malaria. It is a pathology whose death rate in Africa for years has largely exceeded that of HIV-AIDS, we are told.
In the presentation document of the 2020 laureates, we can read: “Due to the numerous cases of resistance observed after the use of chemical insecticides, she is convinced that it is urgent to explore new lines of research via green synthesis, in order to take advantage of the African floral potential, while producing insecticides that are less expensive and more respectful of the environment ”.
It should be remembered that beyond this award for young talents in scientific research, the “L’Oréal-UNESCO 2020 International Prize for Women in Science” rewards each year five women scientists who have had “a unique career combining exceptional, a deep commitment to his profession and remarkable courage in a field still largely dominated by men ”. The scientific fields selected for the prize alternate between life sciences (even years) and material sciences, mathematics and computer sciences (odd years), we learn.
Five laureates received the Nobel Prize in their field of competence: Christine Nusslein-Volhard and Elizabeth Blackburn in medicine or physiology, Ada Yonath, Emmanuelle Charpentier and Jennifer Doudna in chemistry.

University degrees that will be Eroded by Technological Advancements

The recent innovations of the 21st century have extended and demonstrated the power of innovation in dramatically reshaping humankind. Youths especially students and jobseeker are used to getting their parents saying in our times, with just First School Leaving Certificate, you could be guaranteed a better job in the country.

These parents usually express a nostalgia for their era where education no matter the standard was a guarantee of a better job. These parents project the strength of their certificates as the reason why they had jobs after graduation.
However this over simplistic outlook to the challenges facing the youths today is not based on facts. The truth is that the educational system and the programs are more innovative today in comparison to the yesteryears owing to the many advancements in technology.
This is because experts believe that artificial intelligence, machine learning, robotics, nanotechnology, 3D printing, 5G, genetics, and biotechnology will trigger widespread labour market disruptions the world over. This notion points to the fact that the previous employment opportunities that certificates and or degrees once guaranteed will soon be a thing of the past. These changes in technology will definitely influence the choice of programs students and parents choose to study at the university.
With the opportunities presented by technological and scientific advancements, some jobs will soon become obsolete, while new jobs will also evolve to meet up with the ever increasing challenges of the century.
Artificial intelligence and rapid technological changes will cause a lot of jobs to go extinct in the banking industry. This implies that banks will need fewer employees thus many staffs in this industry will lose their jobs. This is because bankers in Cameroon will surely embrace block chain technology in their day to day transactions which involves using crypto currencies such as Bitcoins.
This is not to say that banks will be completely run by Artificial Intelligence or robots. However, the truth is that most banking jobs will no longer be needed in the nearest future. Jobs in the banking sector is just a tip of the iceberg.
The coronavirus has proven that many jobs can be done remotely. The emergence of virtual jobs has resulted in the layoff of many people across the globe who have not been able to adapt. Most of the people who were laid off as a result of the virus might never be recalled by their employers because they have surely adapted some technological approaches to overcome the troubles presented by the shortage of staff
Having a Degree in anthropology will soon become obsolete not only in Cameroon, but in the world as a whole. This is because unlike psychology where an individual can pursue further studies to become a psychologist (psychotherapist, a sports psychologist, counsellor, psychiatrist etc.)
However, obtaining a degree in Anthropology wont grant you the ability to pursue a degree in Anthropologist, simple because no job simply exists in the world. Unless you aiming of become a professor or an academic researcher, there is very little option for a future career for individuals with a degree in Anthropology.
Furthermore, having a degree in Marketing will be one of the most worthless university degrees in Cameroon by 2035. We all have already observed how the traditional marketing of door to door or word of mouth has already been disrupted by digital market and digital technologies. Most companies today prioritise online marketing to the traditional forms of marketing. Even farmers in very remote areas make use of technology to sale their produce to ready buyers.
We currently live in the 5G technologic which will last decades and there is a great possibility for the 5G network to revolutionise even human-to-human interactions. Future advancement in technology will adversely affect jobs in the marketing field. Many Companies now in Cameroon such as MTN, ORANGE, NEXTEL and CAMTEL now consider the knowledge of digital marketing and analytic tools and strategies over academic qualification in marketing.
If you decide to go to the university to study marketing for 3-4 years, your knowledge will be outdated by the time to graduate and if you managed to secure a job now, you will be required to have further skills in analytics and digital marketing strategies to be able to keep that job by 2035 in Cameroon.
Moreover, a degree in art history is a high niche subject that has already been perceived as being one of those degrees that do not guarantee a well-paid job after graduation. With the advancement in technology the job market just become so difficult for a graduate with a degree in Art History.
Researchers from Rutgers University in New Jersey have developed an A.I system that uses new machine learning techniques to train algorithms to recognize the art and style of a fine-art accurately while revealing connections between artists and entire painting styles. Interestingly, 60.0% of the time the artist was identified and the style of the work was also identified 45% of the time by humans.
Journalism is no doubt another dying field to have a degree in Cameroon by 2035. With the increased use of technological devices such as smartphones and social media, many users and readers now depend on bloggers and vloggers for their daily news and information. We all have seen these changes in journalism career with influential individuals pulling larger audiences than many traditional media organs.
On the other hand, news organizations have started using machine learning algorithms to write their stories. Forbes magazine already uses an AI tool called Bertie to assist in providing reporters with first drafts and templates for news stories. A Chinese state news outlet, Xinhua, created the first female AI news anchor in November 2018. Jia Jia, a humanoid robot journalist interviewed Kelvin Kelly, the editor of Wired Magazine.
Moreover, a degree in fashion design must move along with an inherent creative talent, a strong capacity for imagination, and a healthy fear of A.I. The invasion by the technology into the fashion design trade started with advance forces including Stitch Repair. With this fashion service, having trendy clothing just requires filling out a profile. Your data is processed by a computer that allows the stylist to select the pieces that suit your preferences, needs and budget.
This new trends in human advancement needs innovative people who must be open to embrace all changes brought about by technological advancement. Centuries ago, Europeans bought and sold Africans to till their lands, however, with recent advancements in technology new farm tools have made it possible for very little human efforts in the farm. 2020-2030 Development Plan: Education to Emphasise Professionalization of Training

The government of Cameroon has revealed its 2020-2030 development plan with a special focus on improving access to education in the country. In its newly released 10 year development plan, the educational policy will reinforce the training of teachers, trainers as well as the provision of more technical and vocational training institutions and facilities.
The levels of unemployment in Cameroon continue increasing and have been especially aggravated by the coronavirus pandemic that has shock the global community. Thus the new system according to the new project will aim to reduce unemployment by arming young people with skills of the future. “Promoting an education system at the end of which any young graduate is sociologically integrated, bilingual and competent in a field that is vital for the development of the country and aware of what he must do to contribute to it”. The National Development Strategy paper for the next ten years outlines
Thus the objectives of the NDS 2020-30 aims to guarantee access to primary education for all school-age children, achieve a 100% completion rate at primary level, reduce regional disparities in terms of school infrastructure and teaching staff, increase the provision of vocational and technical training by 10 to 25% at secondary level and 18 to 35% at higher level. With regard to vocational training, it will be directed primarily towards the driving sectors of the economy and structuring projects.
The NDS 2020-30 programme aims for structural transformation of the economic, social, infrastructural cultural lives of Cameroonians. This lofty goals by the government requires the availability of competent and competitive human capital. The need for competitive human capital is one of the motivation for the improvement of the educational system.
The next decade for education in Cameroon will determine if the young generation will be able to petronise the new opportunities that will be provided by a reinvigorated economy. A growing economy like that of Cameroon in the next ten years will rely on the existence of a large workforce that is well trained and optimally employed.

The population of Cameroon according to government figures is estimated at 23,248,044 inhabitants in 2017, with 33% growth compared to its size in 2005 which stood at 17,463,000 inhabitants. The population has been growing at an average annual rate of 2.4% since 2005, which implies that its size will double in 29 years from 2017 if it continues at this pace. Thus it could rise above 46,496,000 inhabitants in 2046. The population is predominantly young with individuals under the age of 15 making up 43%, people aged 15-34 making up 35%, while those over the age of 60 make up just 6% of the population.
To further reinforce education agenda of the government in the next decade, the education and vocational training strategy outlined by the government will reorganise the education sector by making basic education to cover primary and first-cycle secondary school open to the greatest number of children aged 6 to 15, second-cycle secondary education based on a dynamic balance between general education and technical education, vocational training oriented by the production sector demand based on a modernised and considerably reinforced system, a professionalised higher education, extensive retraining coupled with a system of enhancing experience gained.
the education sector in Cameroon is plagued by challenges such as poor effective implementation of modern techniques in education, poor supply and lack of electricity, lack of access to education both at the primary, secondary and tertiary education, lack of commitment by some teachers and corruption. The educational system also present s a lot of challenges as far as access to education in the country. Some regions have disproportionate access to education, with girls remaining the most victims.
Thus the government in the next decade must ensure that all girls and boys have equal access to quality nursery education that prepares them for primary education, with girls and boys given the opportunity to complete a cycle of low-cost, quality, free primary and secondary education. Thus they must aim to correct some of the geographical disparities as well as ensuring a flexible textbook policy that is not too burdensome on poor parents.

Indomitable Lions into 2019 AFCON finals

The indomitable Lions of Cameroon have once again asserted their dominance in the good game of football by crushing their latest opponents the national team of the Comoros Island by 3-0 in the Ahmadou Ahidjo stadium in Yaoundé.
The Boys of Coach Clarence Serdorlf started the game slowly leaving their opponents to dominate in the first quarter of the game. 

The Indomitable Lions improved in the second quarter forcing the Comorian defence to lose focus making way for the Indomitable Lions’ captain to convert a very fine cross in the 37th minute to put his team ahead 

After half time lessons from their coach the Lions dominated the entire second half, scoring two goals to go top of their group with eleven points one ahead of Morocco on the second spot. 

Choupo Moting continued his fine form as captain scoring his second goal since he was made the indomitable lions, while Christiian Basoggog and Clinton Njie revived themselves in front of their fans. Christian Bassoggog scored a stunner of a goal in the 53rd minute while Clinton Njie came off the bench to seal the indomitable lions’ first place finish after dribbling the goalkeeper to score. 

Cameroon’s path to Egypt 2019 has seen them win three matches and drawn two, without losing any of their matches. Their opponents today have managed two draws and three defeats and are bottom of their group now.

Cameroon was initially given the responsibility of hosting the games, but they were stripped of their hosting rights by the Confederation of African Football for amongst other reasons delay projects and rising insecurity in the country.

The indomitable Lions are the reigning champions of the African Nations Cup after defeating 2019 host Egypt in the finals in 2017. They will be hoping to repeat their 2017 feat against all odds to emerge champions.

Controversy clouds Bosso’s appointment at Cotonsport 


Fans and management of the Yong Sports Academy Football Club have expressedshock after the shock announcement of Emmanuel Ndoumbe Bosso as the new coach of the Garoua based club Cotonsport FC.
In a press release signed by the president of the executive bureau of Cotonsport, Fernando Sadou, the head coach of the ‘Abakwa boys will replace Bertin Ebwele.

The management of the Yong Sport Academy FC has maintained that Ndoumbe Bosso’s contract remains valid till the end of the 2018/2019 football season.  The club says they have neither terminated his contract nor has he submitted his resignation letter. 

The management of the ‘Abakwa boys’ have vowed to take appropriate measures to address the mishap, while insisting that such an action will be a serious breach of contract by the concerned party.

The surprise move comes just few days after Emmanuel Ndoumbe was captured and later released by unknown gun men. The coach after his release was given some time off to relax from the stress of being kidnapped.

Yong Sports Academy is due to face Eding Sport Football Club in their home turf on the 27th March 22, 2019 for matches counting for round ten of the Cameroon Elite One Championship.

Coach Ndoumbe Bosso will pick up the reins left by the outgoing coach Bertin Ndingue Ebwele who refused renewing his contract with the ‘Cotton Pluckers’ which expired on the 13March 22, 2019.

The new coach will have a one year contract during which time he is expected to win the Cameroon Championship (the Elite One Championship title) and the Cup of Cameroon at the national level. While at the international arena, he is also expected to go as far as possible in any interclub competition in the African continent.

The football tactician will be taking up greater responsibilities as well much expectations from both the club, players and fans of the team.

Military arrests seven farmers in their farms 

The Cameroon military have continued their policy of arresting everybody they meet after a serious security challenge in the town of Buea.

On the 20th of March 2019, seven farmers were arrested in their farms by military men supposedly investigating the unexplained kidnapping of over a dozen University of Buea student footballers all members of the University’s football team.

The farmers; four women and three men were arrested in their farms within the University of Buea campus where they were tilling their farms. The arrest came few hours after news of the kidnapping more than a dozen students broke.

Family members of all arrested farmers who assembled in front of the Judicial Police in the morning of 21st march 2019 were told investigations were still on going to determine whether or not the arrested were involved or not in the kidnapping.

After the arrest of the farmers, different neighbourhoods of Buea were raided at night by security officers who arrested all persons who did not present their identification papers including men and women.

The decision to arrest farmers after the kidnapping of students bears marks of the same action a joint patrol of army, police and gendarmerie officers executed after the spree of burnings and killings that announced the ten days lockdown that was imposed by the separatist fighters.

After the actions by the separatist fighters, the joint patrol arrested more than two hundred boys, men and women also for investigation purposes. Most of those arrested spent the whole day at the police station facing interrogation and intimidation from the forces of law and order.

North West journalists snub Paul Atanga Nji 

paul atanga nji in the North West region of Cameroon under the banner of the Cameroon Association of English Speaking Journalists, CAMASEJ has called on its members to boycott Minister Paul Atanga Nji’s visit to the region as well as the broadcast of an exclusive interview with General Agha Robinson.

The journalists in a release made public on the 23rd of March, explained that prior to the minister’s visit, an exclusive pidgin English interview with General Agha Robinson produced and sent to media houses with the request to play it as many times as possible so as to be given a special place in the Minister’s press briefing. This practice CAMASEJ said totally contradicted the resolutions of the North West media association’s conclave of Friday 23th January 2019.

The journalists, while condemning the behaviour as one of the ills they all vowed to fight against, reiterated their desire to support any initiative that will bring about peace “we all desperately want a return to peace and are ready to put in all our possible contribution to achieve this. Any initiative that will contribute to a return to peace and normalcy in our region, no matter how small, we stand by it”

They went on to condemn people who using the call for peace for personal gains. “However we will not condone with people using peace initiatives to play games for personal gains. Communication plans in peace initiatives are not negotiated in speculation” they averred.

The call for boycott of the minister’s press conference as well as the broadcast of the interview with General Agha Robinson by CAMASEJ has been supported by the North West chapter of the Cameroon Journalists’ Trade Union CJTU.
